To get the King Boo pass, you must first defeat King Boo in festival mode, (Individual or Team) once you get back to the main screen (The screen with 'Winter Games' 'Party Games' 'Records' 'Shopping' and 'Mail'. There should be a new mail that says the King Boo pass is available at the secret shop. Once you get that, go shopping in the Secret Shop (The secret shop is between the Sports Shop and the Music Shop) it should be there.
